Toilet Paper Tax: A good idea that sounds stupid?

A florida legislator has introduced a bill that would impose a $.02 tax per roll of toilet paper. The tax would be earmarked to improving sewer systems.

Lots of sewer systems need improvement, including that of my home town, Indianapolis. The money has to come from somewhere. Toilet paper does impose an environmental costs, and in theory a tax would discourage over-use.
